Move the PoA sugar citizen to the plain that will be irrigated just in time, reinstate Felinicity citizen to the sugar

BW4 road, part of the horse project.
BW3 move 6 to help with the road construction

I think that after the current Bowmen completes in Felicity, it should build a Temple to expand the culture, and then another Bowmen.
