	Hypothetical International Incident Avatar Enlargement: We've got the solution

Here's the scenario:

A Chinese trawler is just over 12 miles off the California coast "fishing." Really, it is taking pictures and electronic readings of the Vandenberg Air Force Base missile complex.

A hot-shot Coast Guard commander dispatches two fast patrol boats to harass the Chinese. As they "buzz" the trawler, a freak wave hits one and hurls it into the hull of the trawler, which then begins taking on water and is in danger of sinking.

Unable to stop the leaking, the trawler puts into Santa Barbara to make emergeny repairs.

You're the U.S. official in charge of responding to the incident. What do you do?

but we are nicer than the chinese. And we entered their airspace. In this case the trawler was over 12 miles away from shore.

You declare that the boat is unfit for travel, send "technicians" repair it while the crew is being cared for and you either copy or strip the relevant information from the boat, much like how the Chinese kindly returned our surveillance plane that had to land on Hainan because of a mid-air "accident".

It's in the harbor in Santa Barbara! There's all kinds of artsy-farsy people selling arts and crafts on the boardwalk. There's coeds from UCSB laying nearly naked on the beach. Do we really want to nuke the place?

From what I read, the collision happened over international waters and the plane was forced to make an emergency landing on Hainan, which is prefectly legitimate. If my memory serves me correctly, this would be an analgous situation.

If you're comparing the E3C incident and emergency landing on Hainan, then there's a problem, because maritime and admiralty law doesn't apply to airspace issues and international rules on flight safety.

1:sneak a submarine underneath it and pull it into our waters.

2:seize and strip it and arrest all onbourd for violating your waters

3:docement everything,then return it to the chinese in package form with\without crew

I'd rescue the chinese dudes and make them have their mouths covered, and stick their noses into Michael Moore's stomach gaps, after he has gone through Godfather trilogy in a row wearing yesterdays t-shirt and no AC or shower in between. Then after 5 minutes of breathing only that, I will ask for the information I need. If not, I reckon another minute or two in the gutgaps will do the job.

The Chinese on board would be forcibly naturalized and ordered to live the rest of their lives living the American Dream. The boat would be converted into a measly yacht and sold on EBay for extra cash as "that famous Chinese boat." The spy stuff would be used to roll joints ... of pencil shreddings, which would be freely distributed up the California coast.

One of the things I find right with the world is that such decisions are not mine.

I suppose I'd strip the trauler, keep all the secret stuff and refit it as a true trauler and give it and the crew back.

Why? It would be a friendly and diplomatic way of saying, "Sorry about what happened with your ship innocently 'trawling' off our shores. The sea is a harsh mistress, but at least your fishermen aren't returning home empty handed." It'd be a far cry from screaming our heads off at China, rattling our sabers, and threatening "stronger actions" in responce. Really, it would be taking the high road and just embarassing China instead of reving up the military rhetoric.
