I think the fact of less expectation to work extra is a function of the Canadian healthcare system as well. Mrs flubber also worked in the states (Texas) and she found in the US , the drive to be profitable meant that hospitals would employ fewer people as full time employees ( counting on less reliable casuals or part-timers to actually show up) PLUS they generally ran their units a bit more short-staffed than was typical in Canada

The thing in the hospitals here is not they run there units short staffed but rather they cant keep the staff cause the beat the **** out of them working them to death. This is one reason why i work agency nursing. I dont work staff at any hospital now. If u dont know what agency is ask the missus shell tell ya. i went agency cause if im gonna get my ass whipped i might as well make 15 to 20 dollars more an hour to do it. And I get to decide my own hours
