In the US it has been common since the 1970s (just 20 years after it began) to be demolishing "the projects", which were more or less equivalent to council estates.

I think you misunderstood. He said council estates/projects were first built in the US starting in the 1950's then massively accelerated in the 1960's but by the end of the 1970's people were feed up with them and began demanding they be torn down. The problem was it took all of the poor people, the drug addicts, the welfare queens, the single parents, and the mentally ill and placed them all in one location. This sounds good on paper but the reality is those locations became gang war zones which were centers of crime so that honest people who were just done on their luck couldn't ever escape these sesspools.

Starting in the 1970's the approach was to destroy the projects and instead require that every new development provide some sort of affordable housing in order to get a building permit. The government would also pay cash directly to landlords who would provide clean housing for low income people (this was to encourage landlords to rent to them but also to keep money out of the people's hands so it didn't get misspent). The end result is the poor people or "trouble makers" (I.E. druggies and gang members) weren't all kept in one place but were spread out so one neighborhood didn't become the focus of all the illegal behavior.

By and large this has worked much better as it has spread out the costs of social problems rather then dumped them all on one location plus poor people aren't all ghettoized into one craphole of violence, filth, and hopelessness. Its a better solution.

some are criminals others are just posers .
either way .. they listen to rap or r&b , wear lots of jewlery , label sports wear, drugs , drinking and loose women. and some criminal activity.

a culture that reminds me of the Hells Angels back in the day. relace rap with metal music ,
jewlery with bikes, sports wear with leather and there you have it.
criminal activity in gang form. riding around terrorizing
people and places.
