He means teh womenz from Central and South America, I think.

edit: especially the paler skinned ones, usually the half breeds.

That's very true which is why it always boggles me why they have to do it. J-Lo for example always tans and also uses sunless tanner on top of that.

I have always found tanning strange for non white people, who always have dark skin anyway. I see alot of Mexicans and Asians going tanning and I find it very very strange.
