However, let me lay down the caveats first. I am absolutely naff with writing treaties. Also, I ned to know, before I take any position, what I am allowed to say, and what not to say.

Treaties are a hell of a job to write, that is if you want to do it in Togas style, but then there's not a single hole in it and it takes a good lawyer to talk you out of it.

IIRC from my German Language University Course Instructor, most Germans are taught English and atleast one other language, while in public school.

And he could live close to French border, which would have him possibly using it more often...

That's one thing about the school systems in US, they aren't so good at times..... I learned a long time ago, to never assume some things, but asking never hurts (and the only stupid question, is one that is never asked).
