London actually has a very extensive public transport system but it is it's age and condition (and thus it's reliability) that is the problem - it's lack of maintenance that is the problem (Thatcher managed to completely neglect it as well).

What changes should be made? There are a lot of track upgrades that need to be made so that the trains can run faster with less problems. Signalling and control upgrades to allow a higher throughput of trains. Some of the stations are in tatters too. And some kind of thought for SE London which has nothing apart from the train service which is pretty irregular compared to the tube. It doesn't sound too big, but probably requires billions of pounds...
