Given the Euphorican understanding of the word, I can certainly understand why you feel that way. The Babylonian Army Command announces:

Because of problems with decision making, the Army will split and occupy both AM and the BOH at the same time. Although this way almost one third of the entire military will be needed (while otherwise one fifth would have been sufficient), the Barbarian threat can still be countered.

On another note the medical command has confirmed that several members of the Babylonian Army Command have stopped taking their medication. A warning has been issued that those high ranking officials may suffer from megalomania, halluzinations and euphoria.
