I have heard stuff on the radio how they might even come to Los Angeles.

No, this doesn't include L.A. as they've had and given up teams in the past.
Also, San Antonio is closer to team member's homes and offices. |
You're not far off. Portland would actually be the largest, then Sacramento, Milwaukee and Orlando - then San Antonio. However, given that Green Bay is the de facto Milwaukee team, San Antonio is probably the largest US city left that would support the hell out of a team.

When was the last time a disaster forced an NFL team out of their home city?

They can take their pick, though I think the Jaguars will probably be moving soon. |
Hadn't heard anything about this. Could you elaborate?

Permanently moving the Saints at this juncture would certainly show the audacity and steel-cold balls of Benson.
They should just play in Baton Rouge. Tiger Stadium is quite nice.

The owner is finally realizing that Jacksonville is too small a market to have a franchise. It's a million people including suburbs and sattilite cities. The city gets the games blacked out on a regular basis, since they just don't have the base to get enough people buying tickets. Jacksonville has the smallest market of any franchise except Green Bay.
The slap in the face to Jacksonville is that they just finished redeveloping Altel Stadium at great coast to the local citizens. |
The market is large enough to support the team, they just built the stadium too big. Doesn't it seat 75,000+? That easily makes it the largest stadium in the NFL. With a stadium that large, it's hard to sell out the game. Non sell-out games get blacked out. All they'd have to do is cut the number of seats... build more luxury boxes or something. Jacksonville is a pretty good young franchise, and it would be a shame for them to move.

The Saints have said that playing in Tiger Stadium was their first option. If that is a no-go officially, their second option would be playing their home games in San Antonio. I do not see what possible impediments there could be for that? After their "home opener" in New Jersey, they do not have another home game officially until October 2. Should be ample time to figure it out.
