Alright, this is pretty much an update to sort everything out, as well as a blatant bump.
First, there was discussion over the Nuclear situation, I am leaning towards two options here. The first one was almost unanimously decided upon by the group, nukes are in. Alright, but the problem is with the SDI, some people want it in, others (including myself) want the improvment out of the game. I propose we either remove it completely , OR we make it very far in the tech tree. Therefore we would add maybe four techs just to get to the SDI, which would give it a futuristic eventual aspect to it, I guess. So I need some feedback, take it out altogether, or make it tougher to get?
The second issue was one that involved government types, after some thinking I am going to stick to my guns and replace Fundy with Facism. Except I will make Facism WEAKER than I had originally intended, having mainly the exact same parameters as Fundamentalism. The techs leading to facism would be Conscription and Philosophy. The Fanatic unit will be replaced with a Storm Trooper unit (which will not have any uniquely Nazi look, other than closely resembling an SS soldier, in case anyone cares), which will be much better than the mere Fanatic.
People have also spoken about the addition of new techs and units, I am all for it within reason. The units I propose are the Recon Plane, Mobile SAM, and Longship (attack trerime). If there are any units and techs we should add I'd like to hear some specific examples.
A few more issues we need to cover. A) Actual world map or map unknown to players? If map unknown should we go with a civilization random map or "hire" an official cartographer for this endevour? Preset starting locations or random locations? Should there be rules regarding posts, ie mandatory posting? Rules regarding bribing? Change of tech rate? Double or single production/movement? Etc...
These are the types of things we need to clear up before we begin working on the patch to get this thing going. For the modpack, I was thinking we could find a graphics guy to make us some unique units, but that may get to hard, either way, I've found that its quite easy to find some good graphics.
Thanks again, I enjoy all of this feedback, and I think it is a sign that we have some serious players here. Also, since we are getting so much input I think the game will seem more personal to the players thus we will have a good group, you know what I'm sayin?

Civilization random map. If you start in a crappy location, you'll have to go forth and find/conqueor better land.

Random, see above.
Should there be rules regarding posts, ie mandatory posting?
I will accept mandatory posting of an AAR, however I am not going to submit voluminus amounts of prose every week. I am interested in play Civ, not participating in a weekly creative writing seminar. 
Rules regarding bribing?
Unit bribing yes. City bribing yes, if city is rioting.
Change of tech rate?
Whatever the tech rate we did for Ultimate Dip was good let's stick with or slower tech rate.
Double or single production/movement?
Single, Single.

Don't care.

I very strongly prefer actual map, preset locations, 1x1x. I think tech paradigm should be raised, probably to 15/10, just for realism purposes, but it isn't essential. I favor banning city bribe, given its abuses in other diplo games.

I also like to join!
Sometime it just too difficult to gatherring people..
Therefore I like to host a empror open game with 7 civs. Whenever we have about half of the players available, we can move. Other may join later to take over AIs.
I prefer to be empror level because AI is generally weaker than human player. But at deity level AIs have too much advantages. Empror level is just about right.
This might be a good community like game.
ABout the taking over AI part. It's like in reality, you raise to a King/president with a Kingdom/State already there. It's a test of your wisdom how to make it better!
One more suggestion, once you pick an AI, you may change the leader's name to yours if you want to keep playing it. Or if you don't mind others to take care your AI when you are not there, you may just leave the name unchanged, or so.
How do you guys think? Isn't it a fun idea?

Hey, someone's trying to take out the Capo!!!!
Well I'm back, I had to get a new name becuase for some weird reason I was no longer an Apolyton member, but I'm back.
So here's the deal. We are not going to do anything that requires hex editing. Right now I think the consensus is to play on an Earth Map, 1x1x, with some rules changes as stated above.
I think the jury's still out on the SDI, probably a lot of things.
We have to play on a premade map with already established starting locations, becuase for any of these rules changes to actually occur this has to be a scenario, therefore the map and starts must be predetermined. As well as the civs involved.
Which does prevent us from random anything, but on the same token it gives us latitude as far as the map and civilizations go. If we want to go a historical route, we can choose any civ or ethnicity or whatever in the history of the world, complete with the preset city list and everything.
So that can't be an issue anymore. Because there's nothing we can do about it.
And Sekong stop trying to horn in on my game.
Damn, I'm back to square one, I used to be a Prince consarnit!!!!

Here's a solution, one of you can play as the Chins and the other the Manchu, or something like that. There's ways to get around this.
The Jury's still out on my selection, but I want to be European, I am most comfortable in Europe. I am considering creating my own entity, like the Bosphorun Federation, or the Union of Biscay or something like that, it would add some spice to the whole thing.
Anyone else considering similar actions?

Alright, so far the people that have said their tribe are as follows....
Me - Italians
Dimbleby - Israelies
Cur - Chinese
Kent - Indians (He's European so there could be time issues)
Chris - Mali
War4 - Mongolia
Drake - Zulu
I believe those are the only proffered tribes so far, and like I said its pretty much totally open. You can be any tribe/nationality/ethnicity/Empire/kingdom/sect/territory that has ever existed in human history. You will start in their historic locale as well.
I still want a whole bunch of people to post up where they want to begin, this is by no means the final list because we haven't finalized anything yet.
But for now what I need are the people listed above to give their best times, currently the plan is for either Wednesdays from between 6:00 pm eastern to around 11:00 pm eastern, also the same times on Thursdays. If you all can make either of these times then great. If not we will have to make due. Kent especially as you are European and have a differing time schedule.

Things are going much faster than I had previously expected. So far we actually have seven tribes in some pretty interesting spots...
Capo - Italy (maybe Rome or Venice instead)
Chris - Mali
Drake - Zulu
Dimbleby - Israel
Kent - India
Curumbor - China
War4 - Mongolia
That sounds like a nice mix to me, the only issue we have is whether or not Kent (sine he is in Europe) will be able to make the 8:00pm to 11:00pm eastern time for this game.
I suggest we play on Wednesdays, does anyone disagree?
If we decide upon everything quickly enough, we can get started as soon as this comming Wednesday, which is six days off.
So get any rules complications out of your system, here are some things off the top of my head that will be added to the game:
1) Slowed Tech Rate.
2) No SDI.
3) Facism instead of Fundamentalism.
4) Longship.
5) Mobile SAM and Recon plane.
6) Realistic starting locations.
If you can remember anything else we've discussed, or want something added or removed, speak now or forever hold your peace. So far I am assuming this is our roster of players, if you can't make the 8:00pm - 11:00pm (est) session, please let us know so we can make proper arrangements.
After recieving enough posts I will ask the final cut to make a "confirmation e-mail" so I know everyone is aware of rules changes, starting locations, and playtimes/days.
Also if there are any nitpicky details, such as which flag you want to use or something of that nature, please contact me at, NKreefer@aol.com, or post on this forum what type of flag you wish to use.
One more thing: As far as city bribing goes, I think we should limit the bribing to only cities that are in disorder, failure to comply with this rule will be subject to mediation by three other players who were not involved in the incident. Whatever "punishment" they decide will go, if you ignore their punishment we will save and exit and you will be kicked out of the game. Does everyone agree with this?
And another thing: As far as my suggestion of Mandatory posting, a simple "state of the union" type post would be fine for these purposes, you don't have to tell an epic unless you wish to do so. But I do stress that it would be nice if everyone a fufilling post after each session, so the community can appreciate our game.
That's pretty much all I had to say, oh yeah Curumbor, despite the short time I had playing in it, the European Diplogame you have was fun. Anything I may have done or said to anyone was nothing personal, I was just having fun. Peace.

In the event that one of us on the list of seven cannot play, what does everyone say to putting a "Native" AI in the Americas so straight up colonization isn't as easy?
