The russian state duma advises their mexican counterparts that they are quite willing to pull out of the american land invasion to depart ships to the mexican coast. We could offer a handful of musketeer regiments with that force.
It would take some time before the ships would reach mexico as they are presently engaged in the northern hemisphere in a war they are clearly winning.
* In other words we a VERY willing to help but as the war in the north is reaching a climax, and the travel time issue, i feel you'd be best off asking russia for money, advances, units, etc *
The duma awaits mexico's answer.

Russian Duma agrees to divert resources to aid mexico... calls for his Korean Ally to honour the triple alliance and aid our friends in the south. In a sweeping statement spoken with vigour the tsar Baston provlaimed...
"We have benefited greatly through trade, knowledge and mutual treaties of defense and offense. Far be it for us to intervene in a civil war but we believe we can help our Mexican friends and we call upon Korea to aid our friends in this darkest hour of theirs."
The tsar went on to say that any cities attacked by russians will only be bombarded tfrom the sea to pave way for ground attacks by the mexicans. It has been deemed unwise to be seen as the agressor of mexican civilians more so aid government forces trying to expel rebels. It is hoped Korea will follow this example. Dispatchers have been sent telling russian troops to hold what they have and re-inforce their positions. The naval support they do have will leave and sail for mexico immediately.
What say you Korea? Will you flex that new navy you have built / are building / will build?

100 BC Tsar learns the mexican lesson
This year the Tsar made a long overdue state visit to every city in the empire. In the northern colonies it became evident that unhappiness was rife, and steps were taken (personally overseen by the Tsar) to ensure that no rebellion could ever break out in the russian empire.
It was also noted that the two ships of the line currently bombarding the american coast would be far better off staying there after tacticians pointed out that it would literally take years for the northern fleet to arrive in Mexico. A central fleet ship of the line is being re-routed and is expected to arrive soon, novgorod plans to build one to be ready when the other ship comes by. It is hoped the joint Korean Russian fleet will be able to help mexico.
The Tsar was concerned over Mexico's audacious demand for 1000. This depleted the slowly building treasurey of the russian empire by 50% immediately... most if earned by donations from other nations. The Tsar, not wishing appear "stingy" or "tight" agreed but warned mexico to make further demands for cash through diplomatic channels (here) rather than formal demands in that way.
If that is needed then the Tsar suggests smaller increments of 500.
The Tsar and the Russian people are as always fully comitted to the alliance.
