Have demanded Industrial Revolution from mexico as their is no nicer way to ask for it. Military have been ordered to stand down as the cost of support a war which had seen any russian action was phenomenal! The ships have been order to support the settling of the northern continent.
Good luck Korea, you seem more than able to deal with Japan. Needless russian casualties can now be avoided.

Does it show a fall?
It might be because i have disbanded two unproductive cities. I plan to resttle the more fruitful northern coasts of the continent to my south. The swamps and deserts of Russian make for hard living, so the choice was taken. People were dying of famine at one stage despite radical changes in the workforce.
I have also radically scaled down the military readiness of the empire as we are not under threat and are not required to support our allies, just yet.
