I think that the impact of the Roman legions in warfare, not only from the raw power of it, but also the organization and logistics that it represented should grant higher values (the reforms of Marius). The siege capacity and to assault cities should be reflected in an extra point to the attack (siege machines), so they can defeat phalanx that are fortified in cities. The extraordinary mobility of the legions (not always following their roads) should add one extra point in movement (see Julius Caesar in Gaul). The elephant has 4/3/2 and elephants were never serious match for the legions (the reformed ones, not the ones that Pirrus faced), and that is too much in contrast with legions.

I think your suggestions would make the legions too powerful!

The current stats for the legion are pretty impressive. They are a strong offensive unit, and the extra def point makes them a good defensive unit as well. They are one of the only units in the ancient era, which has both a strong defense and a strong offense!
