Size one OCC is very possible, due to the fact the ai is so friendly to you when you are pathetic in power... just beg off the AIs, streamline the tech tree and try to get the ais to research for you. I personally almost managed size 1 OCC with a whale on the arctic... had just researched space flight when the timer ran out. Trying it with ivory(?) on the pole I succeeded. It's not as difficult as it seems.
