Currently, it is impossible to create scenarios such as the World War II or Crusades scenarios in Civ II. Why is this? The editor allows us to edit government type and so on, but it doesn't allow us to place any starting units or cities etc. And it doesn't allow us to assign starting techs to a civ.
I was really looking forward to a WWII scenario (or something along those lines.) But it seems that a patch still hasn't been released that would allow us to make one. :-( The cheat menu doesn't exist anymore, so we can't use the old methods.

I'm really looking forward to a world war II scenario for civ III as well, if we could only place units and the such on maps. I actually spent some time fooling around with all the stuff we CAN do, like editing units and governments in anticipation for the ability to place units. I was planning on simply copying the map and unit placement straight from civ2, but we still can't even do that. It is really disappointing, it would be really cool given all the new things in Civ3, like the unique German panzer, the Russian Cossack (which at least aesthetically looks like a fairly modern unit, wwI at least), and the three different unit hit point levels. But oh well, we'l; have to wait, there is one person apparently working on this however, and the current versions of their editor are pretty good and useful. The site is here;

The Rome scenario of CivII would fit perfectly with new culture elements of CivIII. Rome didn't just expand solely through military aggression, certain city-states joined the Roman empire because they admired Roman culture. It is also a great scenario for including most of the ancient wonders in their historically correct locations.
I must admit, it was in the creation of historically correct and *what if* scenarios and the challenge to play them that had me hooked on CivII. Nothing like the real world to provide the virtual one with a challenge or two.

Its not possible to create scenarios because the "editor" does not allow you to place units, or cities on a map. it also isn't possible to do events either.
