Animals continue to evolve. The evolution was only genetic.
Now "Intelligent animal" have a 'Lamark' evolution.

Our genetic pool still evolve slowly (causing most of time genetic
illness).
Then animals evolved by learning and teaching (parents teach how to survive to their childrens).
Now humans study how to evolve.

The way how the life evolve, evolve itself !

I think having kids should not be an untouchable right, but rather dependable on the potential parents worth to society .

OK, maybe not. The way i see it, some people might now be described as stupid/lazy/weak, but if the education system wouldn't have let them down or they wouldn't have grown up in a deprived area or their parents hadn't abused them, they might have grown up to be Nobel Prize winning scientists.

I think that the environment has a much larger role on the development of a person's personality and intelligence than the genes (eventhough they obviously play some role).

Hope this might bring the discussion back on tracks a bit .

If you're referring to the Chinese and Indians, their problem is that they're poor, not stupid. When relocated to a country with resources to spare, i.e., the U.S.A., they do very well indeed. I 've wondered whether their edge isn't that centuries of living in more crowded conditions has selected for people who are more suited to urban living. If you're referring to the US I don't think it's true that stupid and/or lazy people are reproducing faster. I think that for every welfare family of six you find you'll find cases of individuals of similar condition who didn't breed at all because of various problems.
