Introduction
I think it's time to form a league constituted by commited CtP players who do not treat games like a breakfast - "I eat it when I want, I take my time with it, as much as I want and when I am done bye-bye".
Many people simply cannot or don't bother to understand of what their join and departure can cause to the game and the other participants.
Small to long delays, no replacement at all if the civilization left in bad condition, change of strategy and policy, broken agreements, undesirable results during military conflicts for the replacement or the rival or the other participants, dead games and generally spoil of fun most of the times. Not to mention that the winner won't be able to claim a clear victory over the others since their civilizations had been run by others too in the past that might not had managed it well or the last player was not capable of winning while running a well built civilization.
Therefore by forming this league people that are true funs of PBEM CtP gaming and want to start a new game with fast and reliable players that don't lose interest too fast and quite easily can find them in this league.
Entrance Requirements
6 months of continuing CtP PBEM playing, record of fast and reliable playing with few delays per month and minimum number of drops.
Rules
1. You commit to finish the games you join without direct or indirect suicidal action with the solely purpose to just finish. Never resign unless a serious reason force you to. Never give up unless the winner is perfectly clear.
2. You commit to play as fast as possible and always respect the time limit given in the game(s) no matter what.
3. If you are planning on leaving for a short or long time - generally more than 24 hours - inform everyone about it and find a temporary sub.
4. Always assign one permanent sub for all your games or/and per game.
5. If for any reason you have to resign from a game(s) find a reliable permanent replacement and fully inform him/her for the situation on the game(s). You commit that you will continue playing your turns in time until that replacement is found.
If you have any comments or suggestions/objections feel confortable to post about it.

Here, here, long overdue Keygen, I agree 100% and sign up willingly.
I have now become a sub in more games than I originally started, and it must be hellish frustrating for the rest of the players whilst a sub is found.. I think that a pool of 'surrogate' turn players should be assigned to every game.... In other words, when there is an issue the person to send the turn to is there straight away- so when you start a new game, you could have the six or whatever players, and the 'surrogate' turn players listed... so after 24 hours instead of a next, or a delay the turn gets sent to the reserve.... never again will a game be delayed.

Flameflash, there is a thread called YoungBloods Recruitment Centre on this forum... where new players can get games and substitute for retiring players in old ones.... I happen to know right now we need a Substitute in Chicken Run Part II- Please post there and look at the Youngbloods Thread.
Keygen, who started this thread, is a commited PBEM player, never resigning from games, never delaying turn sending, has suggested that a central Nucleus of Players form a Core, with new players joining after time, the problem has been that some players have come, joined games, and disappear some weeks later destroying or at least damaging certain games.... But that doesn't mean that if you do not meet the requirements for the Apolyton League there will be no games, on the Contrary MOST players will not meet the requirements, and they play in many many games!- Get yerself into Chicken Run, and Good Gaming!

I had created a template regarding player info a couple fo months ago that includes a field indicating player's perma sub(s) and his/her/Their email address(es). It is part of a greater project, the CtP-Multiplayer Info Center that originally captured long time ago and from time to time I was updating it. I feel confident that a great part of it will be ready by this weekend.
Regarding including the subs in the first post of a game's thread I think it is a good idea and I will include it in the PBEM Rules version 2.0 also part of the Info Center.
I think it had crossed over my mind in the past but I can't remember Thanks for the idea anyway 
About the sub:
The moderator will keep nexting delayed player as usual. It might get quite complicated for the moderators and frustrating for the subs to send every single delayed turn to the subs if there are many and not few times they are many.
However, if a particular player gets nexted more than twise in a row then the turns will be sent to the perma sub until the original player shows up or get replaced. This won't be hard since when a player get disappeards the moderators post for a sub asap anyway. Neither the sub will get frustrated because it won't be something that will happen often.

I couldn't cover your questions better than Gavrushka did.
The league is for those that are interested and qualify but I beleive that the majority will stay out of it.
Newer players will always find games to join, new or older ones and most older players will always be willing to play with youngbloods.
It is natural. But imagine joinning a PBEM game and have to wait once in a while for a new player to be found because another one disappeared, have to re-establish treaties and relations with the new player if luck or have to wait for turn a week because of a slow player that spoils the fun. Very frustrating if you play for sometime and in many games and having seen this story dozens of times, don't you think?
Beleive me, if find CtP PBEM games you join in the future interesting and decide to stay for long you will understand what I am talking about and perhaps find the league necessary

I wouldn't like to start discriminating players here PC.
I beleive that people here when they first read this thread will know if they want to join in and if they qualify of cource with some sort of serious thinking whether they are willing to commit or not which is what makes the decision on joining in more reliable.
Even with 4-6 members I would personally be happy.
Regarding whether you qualify or not my personal opinion is yes.
You play your turns in time, you have never resigned from a game as long as I know and you are playing for more than a year if you add the "preliminary" PBEM gaming in CGN. Not to mention that you are a moderator in CGN for long time and particulary in the CtP section when that existed 
But the decision is your and by signing here you commit.
Finaly to clarify things up by signing in the league does not necessary mean that you will have to join or start new games neither you will have to do any sort of extra work. You only need to qualify and interested.

Sid I took your position in let there be rock? And Bird I think took the errant players position.... You will see now how quickly the game will flow... Thats why I always speak acidily if a game goes slow and pester the moderators and slow players into putting things right, but NEVER have I left a game... Let there be rock is a superb game... If you like I can send copies of turns to you, as you will see there are some radical differences between the way I play and the way you play... not saying one is better than the other, but it always helps to see how someone handles the same situation differently.
Flameflash are you going to join Chicken Run???

I agree. A player must be fast and reliable.
Fast game are necessary : 2 turns per week (all players played two times !).
Reliable players is very important too :
In Teamhorses, quinns leave us (he was my ally). Then two time tima a player took the place of quinns, played only fews turns. and defected. It was not easy to manage all this change since I was engaged in war against Black Ice and I need some help of my Ally.
Such change have quite disavantaged me (due to my ally not coherent actions) and spoiled a little my fun. Now it's okay.
