If it is "one lone nut", they'll catch him long before he gets that far. As you point out, it's getting pretty predictable where these bombs will show up next; start looking at vehicles with out-of-state plates in the next suspected target area, are you'll get your perp.

If it is a conglomerate of anti-government wackos, it might be a little more complicated.
