After the misterious dissaperance of the leader of the Kaladar Confederation, riots break out all around the north of South America, fueled by separatist ultra-nationalist terrorists.

The Southern Federation feels the situation is out of control , and sends its' ground forces to establish order. The move is suprising applauded by the local population that has been sick of the inadequate leadership of the confederation ,and is simpathetic to the ideas of pan-americanism expressed by the benevolent Leader of the SF , President Dalgetti.

The Israeli fleet had stopped, regrouped, howled on the moon and turned around. The war had been called off for the sake of the effort to crush Finland.

I declare the glory, majesty, and continued unity of the Káladar Confederation, and whatever rebels that might have sporadically caused some minor inconveniences around the Confederation have been arrested and summarily re-engineered, so that they are now all productive, cooperative citizens.

With capital at Quito,
and ruling over:
Ecuador, Colombia, Venezuela, all 3 Guyanas, Quebec, Pakistan, Bangladesh, Iran, Iraq, Kurdistan, Transcaucasia, Burma, Thailand (man that feels good) and possibly Washington state, Oregon, and California.
