We are pleased that your nation has returned to stability. Our refugees in the NAF colony are getting used to life on Mars and some are converting to the Martian Way. However, many wish to return to their beloved NAF lands now that the threat of holocaust is over. We do not expect our refugees to cause any further trouble, but about 1 million of them will be transported back to earth.

To Italy:
The Genecom situation remains unresolved. We appreciate your government's silence in the matter and will compensate you for it. As you remember, after the recall of our troops from Italy, some of our Genecoms went AWOL. About half were rounded up but many escaped into your country. While our Genecoms have served nobly in the forces and we are pleased with our country's relationships, they remain NAF citizens and must return home. The Genecom Registry is important to the security of the NAF. We understand they are cunning and able to hide in your nation, but since your police are not able to deport them, we ask if we can send a special team of investigators to track them down. The deserting Genecoms were admirers of the Italian empire and we feel are a threat to our democracy. We don't want them advocating an NAF Empire. Can we count on your cooperation with our special investigative team (composed of 30 NAF Marshalls)?
To Germany:
We thank you for your offer to send refugees to Saturn, but alas it was more convenient to go to Venus. We appreciate the gesture though.
Also, we are concerned with the annexation of France. While we understand the two countries have been allied this entire time, we hope that due process will be observed. We hope the French citizens will still have a voice in the new government.
To Australia
We send a belated gift to commemorate your war dead. Both our countries suffered a 10% death toll in the Incan war. Our troops fought side by side and we honour yours as we honour ours.
to Sweden
Let us officially end our war. Even though our fleets never exchanged a shot, we were at war due to our alliance with the UK. Seeing as how the aggression has died down since, the UK is pleased to agree to a ceasefire as well.
There are major happenings in the proposed official union of the UK with the NAF, so we hope that once that is sorted out, we can come to a permanent solution.

Report on South America:
NAF troops remain in the upper quarter of South America. We have been routing out Incan terrorists and keeping peace and order there for the last 3 years. We have been slowly reducing our military presence there (down 30%) and plan to reduce it an additional 20% over the next year.
We still send out sorties into the radioactive wasteland of the deep south to scout out possible Incan military action. For the most part, the surviving Incans have accepted their defeat and most are living quiet lives. Every so often we run across a paramilitary group and we disarm them.
While some medicine is available for them, the majority has been used to treat NAF citizens first.
Regarding South America:
1. We support the military control of South American by the IPF.
2. We support the partitioning of the Incan lands but not annexation. The territory will be administered by the respective governments until the IPF/UN takes over. The IPF will provide control until a new Incan democracy can stand on its own feet.
3. We support the long term goal of demilitarization (over 10 years).
4. We support the long term goal of detoxification (over 10 years)
5. We support the very long term goal of rebuilding South America (20 years).
6. We maintain our occupation of the top 1/4 until such a time as our security needs are met. We urge the speedy creation of the IPF so that we can withdraw our military (as it is quite expensive to maintain the occupation).
7. The NAF remains closed to Incan immigrants and visitors for a period of 10 years although we may reduce this to 5 years if terrorist attacks are not a threat.

The NAF would like to point out that we do not yet have any constitution or charter wherby we ratify decisions. Is it 50%? is it 2/3? Is it unanimous?
Is it 1 vote per country? Is it votes by population? Are there veto powers? what positions are available? Secretary general? does the secretary general have the power to control the IPF?
For example, does the IPF have the power to intervene in internal affairs?
NAF positions:
1. We are for limited vetoes (you can only use veto once per meeting)
2. We are against interference in internal affairs.
3. We are for mediation between countries.
4. We are for the creation of the IPF.
5. We are for the long term demilitarization of South America and IPF temporary government.
6. We do not have a stance on Sweden's Io.
7. We support the demilitarization of the Antarctic.

NEWS BULLETIN:
CHANCELLOR GIVEN SECOND MANDATE
After 6 years of leading the fledging North American Federation through 2 world wars and 1 civil war, the deaths of 65 million Canmerxicans, the detonation of 3 nuclear weapons on NAF soil, the deaths of 400 million Incans by the launch of 60 ICBMs, Chancellor Miles Trent has won a second term in office. Die hard loyalists affirm Trent as a great leader who kept their nation alive under incredible odds. Dissidents villify Trent as the man who caused the death of hundreds of millions and the one who set the nation back decades.
The gap widens between supporter and dissidents, but Trent maintains a healthy 59% popularity rate. Far below his wartime rating, it is still more than enough to give his government a mandate. Trent revealed his vision for the nation in his throne speech, surprising no one with his views.
The Chancellor is currently in talks at the newly founded United Nations. The Viceroy will represent the Council at the National Assembly - which is unveiling it's final wing. Several years worth of work remains to be done on the complex, but the new NAF HQ in Toronto is already an awe-inspiring sight.
NUCLEAR WINTER
We are now in year three of the after effects of nuclear winter. While scientists are trying to devise a solution to clear the skies and let the sun's rays in, temperatures have dropped an average of 1 degree a year. Scientists expected the freezing of water to lead to an accumulation of ice and thus a drop in the ocean levels, and it has to the tune of about 1 m. This has already caused great havoc in the port cities of the world but the oceans don't appear to be dropping of much more. Lakes and rivers will continue to dry up but the oceans will stay at these levels for some time. The reason? The lower temperatures lead to less evaporation off the oceans. This keeps the ocean levels up, but cuts down on available precipitation. Therefore, many streams and rivers have dried up. This has been devastating for agriculture and famine is expected in many parts of the world. Governments are already stockpiling food.
GENECOMS TO REBUILD MONTREAL, LOS ANGELES
Due to their innate resistance to biotoxins and fallout effects, Genecoms are being pulled off active duty in South America to speed the detoxification of Montreal and Los Angeles. After nuclear explosions destroyed the two major cities, the fires were not put out for a full year. The greater danger of fallout led to the evacuation of enormous areas around the blast zone. Those areas have been slowly reclaimed by detox crews, but few people are willing to move back in. The government is offering free housing and a subsidy for anyone willing to resettle the land. Genecoms have been the only ones accepting the deals thus far.
PHILADELPHIA RESTORED
Philadelphia was never directly hit by nuclear blasts 28 years ago and the rampant fires were put out well before they reached the city. However, the radioactive particles absorbed into the molecules of the soil, the buildings, and every object in the city led to the wholesale abandonment of the once great city. Now, 3 decades later, a small community of Genecoms is moving in.
"It's great!" says former Genecom marine Jim Connelly. "Everything here is still intact but no one else wants any of it. My wife and I just drove down the streets, picked out a house and took it over." The small community of 4000 is swelling rapidly as Genecoms hear about the place. Long since abandoned and fenced off by the government, the East Coast was so empty that the military patrols into the area never met other humans.
"Mutated plants and animals, yes, but no humans." says Colonel Ali Mukbar. "We never expected to find a colony of Genecoms happily living here - but you know, it does make a lot of sense. Why let this beautiful city go to waste? Besides, most Genecoms are military or ex-military - maybe they'll take over the patrols and I can get out of this chickensh*t suit."
Genecoms don't need the heavy shielding that regular military need for these patrols. Still, despite the logic, the government maintains a sizeable force of non-Genecoms patrolling the area.
Kent Lee, the unofficial mayor of Genephilly (as it is popularly called) estimates the surge in immigrants has the town up to almost 25 000 - and he expects the town to grow even more. Plenty of housing is available. As for infrastructure, it only lacks trained personnel. So he's created a local police force, fire team, and brought in medics, but none of this has the official sanction of the government as yet.
Are there any negatives to this situation? Well, the tradeoff for free housing is the lack of children. Since Genecoms are sterile, and since the government refused Genecom treatment to minors, there are few in the city. Some blackmarket clinics made a fortune treating children of Genecom parents and some of these children are living in Genephilly.
"Besides not having kids, there aren't any normal folks here either. I do miss them. Almost all Genecoms fought directly against the Incans and the traum still haunts many of us. A lot of us find it hard readjusting to 'normal' life but living in isolation from the rest of Canmerxicans doesn't help." says Jim Connelly.
SEARCH FOR MAHATMA WOZ ENDED
After three years, the disappearance of Mahatma Woz over the Atlantic ocean on his way to the UK remains unsolved. Authorities have finally given up hope and declared him dead. Woz's followers remain steadfast in their hope. "Woz was a great man who championed peace and reconciled our people. This country will miss him and I will miss him. " said Chancellor Trent upon hearing of the Coast Guard's announcement.

OOC: I heard many things on the possibility of a nuclear holocaust, and one of the most popular was the "Nuclear winter", so I think that there should be no problem with the reality police.
If you want, go read the book called "Earth" of Stefano Benni, it is a very funny and humoristic book, settled on the Earth post World War 6, the Nuclear Winter plays a major role in there.

To NAF: Italy, since it is an Empire, never allowed any foreign military, or police to come in our country, if not for tuorist reasons.
But we do recognize the great help that your troops, (the first ones to enter Italian soil not to try to invade us) gave us a huge help, especially in cleaning up the biological mess that the Incans created in Firenze.
And our secret services alarmed us that it is a very hard and dangerous situation (look at the UII files in the I sent you).
We, therefore, will allow a NAF Police force in the country, but your troops will have to stay under the supervision of the UII (Ufficio Imperiale d' Investigazione, Empirial Office of Investigation).
(Hope you understand, we are moving towards democracy, but we are not yet one).
To Germany: We do not understand if with annexing France, you mean the actual France (France + Spain + Portugal) or you mean just the former France.
In any case, we are a little concerned about it, we think that Europe should be balanced between many powers, and with annexation of France, Germany would became a too big European power, able to smash Italy in a few years.
We can not oppose the annexation, as long as the French wish to became part of Germany, but we wish balance to be preserved in Europe.
To All Nations: Nobody reply yet at our proposal of joining the International research to contrast the Nuclear Winter that we set up in our scientific bases in Antarctica, many Italian scientist, and between them there great minds like Leonardo or Galileo, are already working on that, but we thought that a communal effort between all countries of this planet, if not of this solar system, might speed up the research. We will share with the rest of the world the result of our research, even if they do not help us, but it ight be really slow, and too late to save this planet.

UII Files: Genecoms living in Firenze and Arezzo
Many Genecoms with NAF nationality have been reported living in the area between Firenze and Arezzo, they declared they do not wish to leave the country, and since they have a regular permission, we can not force them to leave.
Neighbors of the genecoms reported that every night the Genecoms seems to gather up together at the home of some other Genecom, but they could not understand why.
Agent 002 is now infiltrated with the Genecom community, but could not find a way to trasmit is datas and discoveries back the the UII HQ without being discovered.
He was only able to send us a message by putting a piece of water-proof paper in the bathroom, and flush it in the toilet. Our agent could rescue only some of these paper, big chunkes of the puzzle are still missing.

To Italy (secret):
Thank you for your co-operation in the Genecom situation. Our NAF marshalls are fully police detectives. They are not military personnel. As such, they are trained to track down the Genecoms, but if resisted, do not have the military training to capture Genecoms. Remember that Genecoms are genetically boosted for faster reflexes, stronger bones and muscles, and heightened senses. They've also received some commando training from top NAF facilities as well as being combat hardened in battles versus Incan troops and Incan abominations. Our detectives are skilled at tracking but we will count of your forces to help us capture these rebels.
The issue is getting more serious as your reports indicate. Our National Security Agency will look into the matter of Philedelphia and Genecom plans for North America. Our agents would like to increase cooperation as it seems your country may be at risk as well. We suggest monitoring your space flights to your colonies very carefully, as we are doing with our space fleet. It would be best to keep all Genecoms on earth and avoid the risk of colonial rebellion.

To Mars:
We do not support anti-conscription. The NAF has been attacked relentlessly and suffered massive losses in the last war. The security of our nation depends on the ability to conscript a HUGE army in less than year from our large population. We do not expect to use this, but we require it as a deterrant for any foolhardy nations who did not learn the lessons of the Incan war.
(Secret: Our military is dominated by Genecoms, many of whom we believe may be plotting against our government. The ability to conscript regular troops may be necessary to counter a Genecom insurrection.)
Genecoms are treated as ordinary citizens of the NAF. They are not being mistreated and have full rights. Many are in the military and must serve in their posts until their commitment is up, but otherwise, they function as normal citizens (who can't have children because of their genetic rewiring). They are choosing to live in nuclear-affected zones. It is not government policy to relocate them there.

We support banning cloning except for medical research and medical purposes. We support the creation of an ethics advisory board to prevent clones from being abused. Official NAF position undetermined as our public does not acknowledge clones as humans (due to Incan clone attacks), but certain strong religious groups feel clones should be respected as humans (Judeo-Christian Democrats who have 12% support).

We should have unanimous agreement on the UN's charter before talking about issues.
We prefer 2/3 agreement over 50% espoused by the Martians. This will prevent half the UN from taking an rash actions.
We will agree to no vetoes if we have 2/3 instead of 50%.
Each country 1 vote is fair, even if we have a larger population. The UK may merge soon with the NAF but we hope that both the UK and the NAF will have a vote each.
We are also interested in world peace, but NAF policy has always been for the security of our continent first.
