So let me get this straight: we'll be able to have water cities, but they'll look as if they're floating since there's no new graphics. So, no futuristic underwater cities then?

Well, sadly, this may be misinterpreted; just because you could set it in the editor doesn't mean that it would work. Even if it does, there are two major drawbacks that I see:
1. There's no likely way to make it dependant on tech; presumably, either you can build water cities in 2000 B.C. or you can't ever.
2. You can't, as of now, ever get ocean within your boundaries; thus, water cities would still be limited to shallow seas (not a HUGE problem), unless cities' forced radius of 1 does apply to oceans.
