Every time the turn number ends with a 9 the players will be rated according to their positions on the powergraph. You will get points based on the ratings of the players that are lower than you on the powergraph and you will lose points based on the ratings of the players that are higher than you on the powergraph.

See also the topics PBEM ladders and CTP Ratings (17-JAN-2001). In the latter thread you should also post the highest level at which you defeated the AI to determine your initial rating if you want to be rated. Not all players in a game have to be rated; in that case the ratings for the game are based only on powergraph positions of the players that want to be rated.
