Because the government is elected and the military isn't?

Austria blamed the government of Serbia (ie the Prime Minister and his cabinet) for the terrorism, when there was no connection between them and the parts of the military which provided support for the Black Hand. That was the problem they had...there was no evidence that this was a plot by the Serbian government.

All european nations were looking for a war.

Serbia was just a fake Casus Belli.

1. Austria-Hungary.

Guilty.

2. France.

Guilty for they wanted a revenge against Germania.

Their war declaration was really unprovoked
We were (are?) allied to Serbia. So war was "legitimate".

3. Germany.

They were extremely Imperialist at this moment, and looked for to be a great European power.

4. Great Britain.

Great Britain considered that the young Germany was a threath for the Good Old Britania.

5. Russia.

Russia was looking for prussia and other closed countries, I think.

6. Serbia.

Bannaland, was definitively the country who started the war. Let's bomb it.
