I can't figure out why dollar coins refuse to catch on in the U.S. I had no problem using them. I guess they're just considered a Commie plot, like flouridation.

Perception, habits and exchange rates can very well lead people to that and it happens everywhere. No problem there if retailers didn't use it to their advantage (blame free markets)

Following that logic coins should be attributed with a higher value than notes, something which clearly isn't happening and would be foolish to happen.

And BOF doesn't distribute Finnish 1 and 2 cent coins as they would have a too small value. And I agree with their opinion as the 5 cent coin isn't so valuable now. Instead prices are round up with following rules.
x,01 -> x,00
x,02 -> x,00
x,03 -> x,05
x,04 -> x,05
x,06 -> x,05
x,07 -> x,05
x,08 -> x,10
x,09 -> x,10
But I might have remembered it wrong now.

The United States has been trying to move to one dollar coins for years -- first the Suzy B., the Saskewagea (close enough); the Sas just got cancelled for lack of interest -- people just aren't using them.

Clarification for the dumb witted: when the most worth coin in many countries was only a fraction of the value of the 1 coin euro you tend to subconsiously give the 1 euro coin less worth.
One.
and Two: retailers are taking advantage of that psychological fact.
