Since the 22nd Amedment was passed there have really only been four presidents in a position to be harmed by it:
Clinton could have won a third term without much trouble.
Reagan could also have had a third term but I doubt he'd have been able to finish it.
I think Truman probably would have lost.
That leaves Eisenhower, I'm not sure whether he would want to run for a third term or if he would have won over Kennedy.

It's odd...I'm usually pretty good on history but there's this big blank space under Eisenhower. I really don't know much about his presidency except for the end of the Korean War and the establishment of Interstates.

Ike was a golfer, not a racist. He spent a lot of time in the back yard putting.
Eisenhower is the man behind not only the Allied victory in Europe, but also the Marshall plan. He pleaded for money to rebuild Germany after the war.
Later, he ended the Korean war and entered into a "detente" with the USSR. We spent heavily on building up and modernizing our military - even while allowing the Soviets free reign inside their sphere of influence. When the Russians invaded Hungary, Ike did nothing.
Also, he asserted American supremacy over our allies when the British, French and Israeli's invaded the UAR in 1956. He told them in no uncertain terms to withdraw. They did.
He was the person who pulled the plug on McCarthy.
Also during his time in office, the great space race between the Russians and the US began.
While he was in office, the communists in Indochina largely kept the peace. But, Fidel took Cuba. Planning for the Bay of Pigs begain under Ike.
When he left office, the US military was at the height of its power and the world was at peace due to his policy of detente.
Domestically, Ike's biggest achievement was the Interstate Highway System.
His was a record of solid achievement - far surpassing every president since.

Thats standard US military policy. I am not thrilled with it but the military likes it. Some of it has to do with real issues of rank which is not the case with Monica. She did not have career on the line since she was an intern. That may be why Clinton thought she was safe.

Who's lawyers fees were being paid for by people that had been after Clinton since before he was elected. She didn't start the suit over his actions either. She started the suit because someone wrote about the rumors and she felt humiliated. Her name wasn't used in the article only she brought her name into it.

People usually want what they see not what they don't. She made sure he saw. Hollywood actresses are kind of prominent. Not that easy to do these days. This is not the Kennedy era when the reporters keep their mouths shut about the President's private life. Even in the Kennedy/Monroe case the evidence for it is tenuous and it appears to have been a one night stand.

It's standard policy for most of corporate America as well. There have been a number of political scandals regarding this exact issue in other branches of the Government, especially Congress. If it's news for a Congressman, it's big news for a president. This is just obvious, he knew he was taking a big risk not only personally, but politically. He paid the price.

A president is exposed to literally thousands of people every year. It wouldn't be that hard to hook up with one of the hundreds of attractive women that attend rallies, fund raisers etc.

Legally yes. In terms of development there is no hard and fast line, just shades of grey. The difference between 45 and 20 is large, which is why relationships of this sort are frowned upon. Monica was certainly not as mature as her age would indicate. Anyway, this is a moral issue, not a legal one. Morally Clinton failed here as well as by screwing an employee, and setting a bad example for all those Federal Employees for whom the president is the chief executive, especially the military. It's just bad leadership plain and simple. Who wants to hear excuses about "it would have been ok if he wasn't caught." He was caught, and he lied and lied and lied, which again set a bad example for the Chief Law Enforcement Officer of the U.S.
