This is the reform I propose : Worker placements and terraforming will be planned in the same poll, and tiles would be terraformed and worked by descending numbers of votes. This polling could depend on elected governors, on the DoTC or on the DoEI.

ADD ON TO THE CONSTITUTION :
Governors are elected for one term and has the duty to poll for terraforming and worker placement at least twice a term, and concerning only one base. Terraforming and worker placements concerning bases without a governor would be depending on DoTC and DoEI.


This is the reform that I suggest, but since there has been many discussions, I propose other options : merge terraforming and worker placement in the DoTC, merge terraforming and worker placements in the DoEI. Last but not least, I propose an option which supports the merging, but on another way.

I agree to regional governors, in principle, at a later date, but the present system is working fine for now.

Well, the first four are "Yes", of different kinds. The fiffth is "No". The sixth is ABSTAIN. So, if the first fourth makes 66% or more, the reform passes.

Oh no you don't.

For a reform to pass, an option must have over 66% of the vote. Three amendments so far have already done this. None of the three options this time came close.

My suggestion: discuss the issue more, come back with one single option, and put it to the people again.

Otherwise you'll have a verdict that is at best, constitutionally dubious, and may well be thrown out by the court.

Well, if more than 66% citizens want to merge Terraforming and Worker Placement, then it has to be merged. The way it is merged is just another question, dealt by another poll. This one is consultative for the different way to organize this merging.

Pande, you say this poll is only consultative. Then why label it as official?

And why have you since been quoted...

This is unconstitutional. You can't have an unofficial poll, where is no one specific amendment there, just a general idea, and then declare that it must be abided by.
