Gnu, I don't know which thread you are reading from, but since you insist on being wrong about these matters, here's a comment from one of the site leaders/moderators (GM Chad) that was sent to me as they were helping me to set up a game as GM:
"The new House Rules (yet be posted) suggest that GMs never halt a game to wait for a replacement player should one become necessary). Post your needfor a replacement in the "Wanted: Replacement Players!" forum, but continue on with the normal deadlines. If you find a replacement, it's ok to grant a 72 hour extension for hasty negotiations. If you don't find a replacement after two more consecutive Movement phases, then put that Power into Civil Disorder for the remainder of the game. Once a power goes into CD, no
player may ever restore that Power to autonomy. This way, the game keeps moving for the players who are dedicated and keeps their enthusiasm high.
I've concluded that neither NMRs or abandonments are as destructive to game interest than continual start and stops."
I see nothing in the above that corresponds at all to what you and Boshko are doing. Please pay particular attention to the civil disorder rules, which is where 95% of the contention with the rules employed by you and Boshko has come from. There is a provision there made for games that use defaut retreats and adjustments, but this is not manditory as I understand it. Even so, this deals with NMRs and not civil disorder. It's just a guideline for establishing defaults retreats/adjustments when those are so chosen.
And once again serious competitions like tournament games never allow default orders. All the more reason not to get in the habit of playing them. I'll continue to maintain that this is a big reason why the Apolyton teams get slaughtered in tournaments, and also why people do not come to this site to play. This site is perceived as a huge joke in the Dip community. Granted, much of this comes from the 1999 WM where an entire Apolyton team NMRd and eventually abandoned their games.
Also see this post with rules clipped:

While these rules are not to the letter what I would do in my games, which follow strict rules of Diplomacy, they are clearly delineated and do not allow for chance of the potential for human (GM) bias to enter into.

Sheep, The latest map (Winter 1902) provided by orange, is linked on this thread and his post follows previous GM's announcement of the winter adjustments. The deadline for Spring 1903 was set for November 22, but the game has stalled since then. All seven players seem to be interested in continuing. I think what we need is a revised deadline to get the orders to you. Will you please post your e-mail address here on the thread? I will send my orders to you immediately following your post.
Current player lineup as I understand it:
GM - Sheep, (e-mail: ???)
Austria - November Adam, chadzs@shaw.ca
England - civman, civman2000@hotmail.com
France - CyberGnu, oxgaard@caltech.edu
Germany - orange, bobby@UDel.Edu
Italy - RUFFHAUS 8, RUFFHAUS8@aol.com
Russia - ConnorKimbro, NJKraintz@aol.com
Turkey - Du Chateau, du_Chateau@yahoo.com
