Which makes no difference to what Pande made by it. the fact is has been used before, neither means it will be again, and has no bearing on whether Pande mean it. Indeed, he said that was not what he meant, as seemed pretty obvious to me. If you feel its so obvious that it means your translation, just because you believe that's what some people in the past have meant by it, then why not just leave it be and let people decide what it means? Pande has clarified it, and that is what was meant by it.

I might try to run for a position, but I should reinstall Alpha Centauri ( sorry for removing it) first and take a look at what the heck we've been up to and what our situation is at the moment... i.e. invest lots of time... Err... So far I know there aren't any rooms available in the recreation commons building. People usually spend the night on the third floor in the Hologram Theatre. But I'm sure there should be some hotels somewhere else in the base. For those with the most stars, try around the Governor's Office.
