This cheap... reward  is a corelation of a couple of things IMHO:
_ The "intitution of the family" and its premordial role in Greek society. (Believe me without it the whole thing that's Greece would collapse. For all the shortcomings of the state, family steps in).
_The filotimo of the Greek and his love for his country (actually the sense, be that imaginary or real, of the existance of external "threats").
_A peculiar "tolerance" in the army issue for actually accepting in receving such a symbolic sum, propably because of the 2 above mentioned reasons.
