This is true. In the Civ3 beach tiles i converted so far, the beach sometimes comes out alot into the sea, into its particular tile, roughly 75% beach most of the time, so it would be more practical to have only ground units able to move on beach. Depends on the look though.

I dont really like the idea of sea units engaging in full combat with land units, isnt bombarding the same thing? I mean a tank can hardly do anything other than bombard into sea, same for a battleship onto land.

well, and there could be fighting inside a harbour, do you know the german movie "das boot"?
after endless struggles the uboat safely turns inside an italian harbour and then gets sunk by american aircrafts

The trouble with the civ3 beaches is that they dont show enough water. Over half of the tile is covered by beach on most occaisions so it doesnt look right for sea units to move onto it. Although there are some that use very little beach on the edge.
