They will be transferred to my control when the city is transferred, and then I will transfer them back to you. They will appear right next to the city, so you can easily move them to Panama.

Actually they will not transfer...if you use CivCity they will stay American and FiGu can move them out on his turn.

Um, no, they won't. With CivDip, the units disappear entirely. With CivCity, the units remain, but they are owned by the original owner of the city, while the city is owned by the new owner (American units inside a Soviet city, I'm not kidding).
Removing the passwords and using cheat mode would be the most practical choice.

I meant in a live game. If Darius were to play as the USA, he would know exactly what units would be in the city, because he can look at the American cities so that way I would have to give you back all of your units.
