Don't worry about being "very green" with MGE. You need the software, but it is not actually an MGE game. And "War-monger" or "not War-monger" is not all that important, either. Neither is it all that important that one be (or not be) individually a great player.
What matters for being a good Cabinet member (in a democracy game) is that one can act as a representative of the Citizenry to get their desires implemented, and that one can post polls that are both informative and interesting to the Citizens.
The Citizens choose the Cabinet. The Ministers of the Cabinet post informative screenshots and polls that allow the Citizens to express their desire for the direction of the game. The Ministers then make those desires clear to the President who then implements those desires in the actual game play.
So, if you are intersted in serving New Apolytonia as a Cabinet member, what is a part of the game you are good
at and thing you could offer the various alternatives for that area? Personally, I like City-Planning, but I turned out to be a good President too, (I hope ) because I paid attention to implementing the recommendations of the Ministers.
If you can do that (and it is not that hard because you always have good suggestions from the Citizens), you should run for a Cabinet position. I suspect it is easier here then anywhere else, and it is a good experience. Almost everyone has initially been concerned with their ability to do a good job as a Minister, but they are all gratified and relieved by the positive impact they have made afterwards.
I encourage as many Citizens as possible to run for office, both for the satisfaction of doing a job like this and for the good of our civ.
