I've been following along with the issues here (thank you MarkG & Friends for making a private forum for us here!), and I figure that regardless of what type of system we enact to rule and make team decisions, we first off need to find out Who is willing to take a leadership role in the game here?.
When I say "who is willing?" it means basically, who has the time, who is willing to put in effort to put the time into the game, and who is available to do such a thing?
Speaking for myself, I can only participate (for the time being, and the next 6 months maybe) purely as a citizen and possibly advisor, so I am in no shape now for a leadership role, due to my limited time available.
But who is? Sign your name here and declare what good you are!

In all seriousness guys, I really hope a number of people step forward.
Obviously we'll need people in a position of leadership in these key areas:
Who leads us (ie, plays the saves)
Economics
Domestics (ie Public Works, Expansion, City Planning)
Military (tactical leaders, advisors, coordinators
Foreign Affairs (guys who know the psychology of this game inside and out, what the best deals are, how to handle foreign policies
There are many more.
I suggest everyone who CAN list the traits that they wish to pursue, whether it's a more military approach, or an economic, or industrial, or whatever. Somehow this needs to be organized.
I won't be available too often anymore, but I will step forward and say that I can take a role in Military and Foreign Policies. That's all I've got, I'm not an expert in Economics or that stuff.
WE NEED LEADERS DAMMIT!

Sorry Trip, but my money is on someone else.
In another thread, the qualities of our leader were discussed. He needs to be a good player. Firm but listenes to the people. He has to be organized to give info to the masses and still be able to make heads and tails of everything going on. I am not sure if this is where nominations go, but I'm doing it anyway.
1st Choice: Aeson
I have never seen scores like he has gotten (even when cheating). Simply amamzing. However, that was against the AI. Humans will be different. Also, am not really familier with how well he would listen to the people (sorry, guy. All I know about you is your numbers). Despite these negitives, his numbers are too big to ignore.
2nd Choice: Arnelos
I have never seen the SPDG run as smoothly as it did under Arnelos. Information was always available and he was always listening to the people. He is very through and explains his actions. He has shown me to be the best diplomat in the SPDG (him or Unorthodox, wherever he dissapeard to). An ideal candidate.
Now Arnelos, before you go touting about how you don't have time for this and the SPDG and the PTWteam game, lets just remember that this intersite game is MUCH more important than the PTWteam game.

What we also need is an information system to get the people involved 100%.
In the C3DG, if information was missing or incomplete, you would just go around and ask for it. This took a little time, but you could get your info before the next chat. It was no problem if the Game Report or the next map appeared only the next day. And if too much info was missing or if there was too much confusion or disagreement - people would delay the chat.
In the PTW DG, the various teams are small enough to come to a quick decision fairly easily. No need for a huge system when there are only a relative small number of active members involved.
But things are different here. These will be the Olympic Games of Civilization, and at such an event, you will have to perform 100%. There will simply not be enough time to find all relevant information, discuss everything into detail, or make a poll that runs over several days. Sometimes, decisions have to be made VERY quickly, and everyone involved will want to have the feeling that they can throw in their 2 cents, too. Barbarians will come along, offers will be made, war will be declared, and there is no way we can delay the passing of time.
This calls for a good flow of information. It is the government's responsibility to provide this information. We have the Forum to report and discuss things. We'll need to set up a quicker means of communication (instant messaging, email, chat, you name it). We'll need reports. We'll need maps. And - we'll need someone to organize all this.
I hereby propose the Ministry of Information. The Minister of Information will take of all things I named above, without any formal role regarding the game itself (he will be very involved, of course). Think of this Minister as the oil in the engine of civilization. He will have several people to help him. Someone needs to do reports. Someone needs to do maps. You get the point.
Do not underestimate the amount of information that will come upon you when the game starts!
