First Amendment to the Constitution Support Apolyton buy from Amazon

This amendment is proposed to the people of Apolyton. It changes the way that officials can be replaced:

  • Consuls can be replaced by a Change of Command procedure;
  • Ministers are appointed by the Consuls.


It replaces section G.3 of the current Constitution.

This amendment was discussed here.
The duration of the polls was lengthened, as discussed.

G. Senatorial Procedure
  1. ...

  3. The Senate has the power to take a proposal for Change of Command (CoC).

    a. Any Senator may proclaim a Change of Command proposal on an elected official.
    b. The Senator must state the elected official he is intending to remove from office in the first post - this is called the 'initial proposal'.
    c. During 48 hours after the initial proposal, any number of candidates may apply for the job. The Senator himself may or may not apply.
    d. After the first 48 hours, but within 72 hours, the Senator must organize a vote - this is called the 'replacement proposal'. If this vote is not organized within this time, the CoC is nulled.
    e The replacement proposal vote must be open for 72 hours.
    f. The replacement proposal vote must include all candidates, plus the person who was the subject of the initial proposal, unless this person indicates otherwise.
    g. The CoC vote shall be done with a preferential ballot. The person with the highest outcome wins the election.
    h. An elected official may only propose a Change of Command vote on himself, and not on another one.
    i. Any elected official may not be the subject of a CoC for five turns after his election.

You do realize that this means that the minimum time it will take to replace an official is 5 days? The max is 6!

This is unnacceptable. At least have the vote open for a max of 48 hours. I mean, take real world voting... It only happens in one day. If the 48 hour application period is used, then there will be 96 hours for the issue to be open, plenty of time for people to notice that a vote will be taken, and then go online and vote during the 2 days.

I agree with Panzer, the constitution can't slow down the game!
I know, we shall respect the Democracy, but this is a PBEM game and I'm not so young as I used to be... . Constant delays and interruptions (see the C3DG) to discuss things are interesting, effective and democratic , IF we're playing a SP game.
In our case, we need agility, even if this means more power to our leaders or a small quorum (and this means more responsability, too! So, we must be fast in punishment and replacement... ).
It's almost impossible to run a direct democracy like in the C3DG, the things here are more like REAL governments.

If I feel upset about any decision made by the government, I'll protest in front of the Palace!
48 hours is time enough to do this.

No, why should we hurry? What's wrong with waiting one more day for people who do not live entirely on Apolyton? It is not an emergency vote!!

Until the new Consul/Minister is elected the old one will take care of his job, obviously. So I don't get it: how would this extra day slow down the game

The timing is OK. This is a hobby, not a way of living. At some times we can be more time here. Some other times our RL lives let us only a few minutes a day (or even every several days) to peek here

This depends on the reasons for the replacement. In some cases, the incumbent CAN'T still in the place, or can't make any other move in the game... And this is an emergency vote.

Hmm... The worst scenario:
Imagine a hypothetical case of a traitor leading the game. He must be impeached and banned immediately. How can he stay in the position? Obviously, this will never happen (I know, I'm a little naïf ), but what happens if... ?
