In his FOREIGN AFFAIRS -- Organization Thread thread, Togas askes that someone prepare the following:

I am willing to author such an agreement, assuming that no one else is interested in doing so (if you want, just ask -- I'm just doing it because it needs to be done). Having said that, I don't myself own PTW, and have never (as such) played a multiplayer game of Civ 3. I'm pretty sure I understand the nature of the bug itself now, but I don't have any experience in overcoming PTW's deficits. As such, if anyone has any ideas as to a system we could use, experience with some system (perhaps something used in other multiplayer games?), or even any thoughts about what a system should/shouldn't involve, please post. Even if you don't want to write the agreement yourself, please post your thoughts, and I'll use whatever I can find to scrape together a proposal so Togas has something to work with.
Things to consider:
A) What is attacking? We should be sure to specify that it includes bombardment. Any other issues that we need to consider
B) Do we want to post a proposal that lays out a specific format for an attack-report, or do we want to just require that all teams inform each other (and perhaps come forward with a suggested format)?
C) What information should be included in the report?
D) How should individual units be differentiated on the map
E) How can we allow the attacking team to not have to give away any information that a singleplayer couldn't see against a computer. For instance, in a single-player game vs a computer, the human wouldn't be able to see any units that weren't moved. What other things wouldn't be obvious in a singleplayer game?
F) What about units that attack when passed by? (Can't remember what they're called.)
