I wish to tell you a story.
A Scotsman, who for the purpose of this story we will name Jock, came to NZ in the 1800s, and was leased land from a local chief. He could keep the land on the provision it was stocked with sheep in a necessary time period. However, Jock didn't have the resources to completely stock the farm.
When the time for the land to be stocked ran out, an inspector cam around to see if Jock had kept to his side of the agreement. On the first day, the inspector looked around the first part of the farm, and was satisfied. That night, Jock dosed the inspector down with whiskey and brandy, until the inspector was thoroughly drunk and passed out on the floor.
The next day the inspector checked another part of the farm, and was satisfied. That night re recieved the same hospitality from Jock, including passing out on the floor. This went on for 5 days until the inspector was satisfied Jock had held up his part of the agreement and Jock received the land.
Now... it doesn't take a genius to realise while the inspector was receiving all this alcohol, Jock's men were moving the same sheep to different parts of the farm, so the inspector was fooled.
For the purpose of this analogy, I want you to read the following
Jock = Saddam and the Ba'athists.
Jock's men = Saddam's men
Inspectors = UN Inspectors
Sheep = WoMD and Chemical and Biological Weapons
Brandy and Whiskey = Lies and Deception
Jock recieves the land = Saddam "supposedly" complies with 1441.
