i'm going by the US law definitions here. as there is a difference between voting/joining the army (18) and drinking (21), i guess US law makers believe that you're not really a 100% man until you have the ability to control when it is ok that you drink.

What you're looking for is called the age of majority, which is 18 in the US, and that's by and large what determines "manhood". Not alcohol.

I believe the argument of the law is you are a man, but a young man, and young men don't adequately exercise good judgement with alcohol.

I don't agree with it, of course, but I'm not a 60 year old senator.

Drinking age is 18 here, too.
