This is a similar patch strategy to what we use where I work. We find our customers are happier with and much more appreciative of smaller patches with a faster turnaround time.
The scope of changes for any particular release is much smaller, reducing test time. Occasionally an a new problem is created by a patch, but the methodology means that this will get fixed quickly.
Every once in a while, you then bundle the patches together and create a new baseline for your less-demanding customers to upgrade to.
It's not really an indication of software quality as much as simply being a methodology geared to be more responsive to customers.
