I think there ought to be a veto quota; each country gets so many a year, and when it's used them up, it can't have any more.

Should be a laugh, if nothing else.

Yeah, but then Greece would just veto anything to do with Cyprus and we'd get nowhere.

For how long will we be able to exclude India? That's an awful lot of people in a growing economy.

Besides, appoint Canada to the Security Council and demote the French. Canada can represent the interests of France anyways.

Anyway, to get this back on topic... Instead of making wish lists and wild guesses about who deserves to be in the Security Council, let's just look at some figures and decide based on that. Let's take population and GDP for starters:

code:
GDP in 10tothe9th dollars: * population in millions: * GDP*POP= 1. US: 10171 281 2858051 2. Japan: 4245 127 539115 3. Germany: 1873 83 155459 4. UK: 1406 60 84360 5. France: 1302 60 78120 6. China: 1160 1284 1489440 7. Italy: 1090 58 63220 8. Canada: 677 31 20987 9. Mexico: 617 103 63551 10. Spain: 577 40 23080 11. Brazil: 502 176 88352 12. India: 477 1046 498942 13. S-Korea: 422 48 20256 14. Netherlands: 375 16 6000 15. Australia: 368 20 7360 16. Russia: 310 145 44950 17. Argentina: 269 38 10222 18. Switzerland: 247 7 1729 19. Belgium: 227 10 2270 20. Sweden: 210 9 1890 Three other populated countries/regions: xx. Indonesia 173 232 40136 xx. Pakistan 59 148 8732 xx. EU25 8200? 452? 3706400

Yes, I had too much time to waste.

Based on that, I'd say my Security Council should consist of:
USA
China
Japan
India
Germany
UK
and, of course:
France

And if the EU should get one seat, again based on GDP and population:
USA (3 votes)
EU (3 votes - we'll be modest for now and accept parity with the USA )
China (2 votes)
Japan and India (1 vote)
