its just an expression.
for example you have a red t-shirt and you put it in the washing machine for a myriad of times. after that it looses its colour and becomes "washed out".

actually having a sunt tan was considered bad sometime ago. that you were working outside.
hence nobility did not have sun tan.
afterwards and with the evolution of humanity it was considered evident that a tanned skin is healthier than a pale one hence everyone went to get one and look healthy.

BTW it's evident that speer feels that he's been discriminated arbitrarily by fashion magazines.
I think this is because as shi said different cultures have different ideas about beauty which for most of them is based on how they look so since in the US lighter skin is the majority the majority gets to dictate its own perception of beauty.

It depends, different people like different characteristics. One notable example is the impact of weight. In the United States among White America, fat is considered horrible for girls and makes a girl much less attractive. Some African cultures, however, find attractive(more to love). Even in the US, there is the stereotype black men love big butts and whites well.... don't. Traditonally, Europe has held paleness up as a part of beauty, whereas in the US people tend to like tan girls. Many Asians strongly prefer Asian Girls. If you want to look at historically, in a previous time in American one of the key things to look for in a wife was a full, healthy set of teeth. In Ancient Greece, women weren't relaly considered that beautiful at all, men were considered to be the standard of beauty in that society. Of course even within a small cultural subgroup, you will find people have their own individual tastes and men will have their own idea on what the perfect woman looks like. As you can see, what is beautiful is largely a subjective thing.
