Agreed. Another example of cross-cultural beauty norms is the waist to hip ratio. I got credit for a paper writing about beauty norms in first year.

In response to Albert's OP, note that different women are used in different situations - blondes are "more fun" so they are used in commercials, shows, etc where relaxation and fun is the order of the day. Brunettes, however, tend to appear more often as professionals and mothers.
