We can't even attack the pontoon bridge with destroyers or cruisers, if we don't get them up the river this turn, because they get river mines at the side of the sea!

I thought we could sell what we builded, I thought we only couldn't sell what was already there. I think there wasn't a antitank defense in Kotelnikovo, so we built it and therefor can destroy it.
I thought this wasn't cheating, if it is, I apologize!

No that is not the issue, it is irrelevant wether we built them or not, selling anti-tank defences with the intention of destroying the city is cheating. Plain and simple.
Edit: Oh, yes. And also I think that the defence of Stalingrad takes precidence over Kotelnikovo.

"letting" the germans take Rostov could also mean that they stack anywhere from 50-100 units in the city in just one turn though. It seems awfully risky
