Not exactly. Hoplites will upgrade to Musketeers then to Guerillas and that's it. Spearmen upgrade to Pikemen who upgrade to Musket men, to Riflemen and so on. So the upgrade path is better (if you can afford it).

Flandrien, if you need a suggestion for a rule change:

If Legionaries are available to everyone we could give them the ability to build roads and fortifications since the great Roman roads everyone talks about were actually built by the Legions.

I would suggest not giving them the Hidden Nationality ability though.

No, they have no pop, they can't join to a city, they can't build a colony or outpost, all they can do is build roads and fortifications.
