This concept arose out of my desire to be able to compete for Ancient Age Wonders with the AI at Diety level. The goal was to free up a Wonder production city while still producing units to expand and settle and to do so as quickly as possible.
This is the procedure I developed to quickly farm off a city or two and not lose any tile usage while doing so. It requires the construction of roads up to and including the next city site. Once you have chose the site and have been able to complete the settler. It move two tiles on the prebuilt road and then uses its remaining third of a movement point to settle the new city.

Continuing with my "Food fetish", I would have irrigated the Cattle near the capital instead of mined it. If you have the time, I suggest you try this approach and report the results. In all "tests" I've run for PBEM games and the like, I've always found that prioritizing Food is the key to a strong start. I would like to see evidence to the contrary.

The reason the Worker puts a Road on the future city-site is that the Settler can found a city the turn that it is produced, which is certainly advantageous. Whether it is better to do this than not waste 2 or 3 Worker-turns on a Road is up for debate.
Personally I would have founded a city somewhere in the jungle adjacent to the Cattle, in order to clear a Jungle tile "for free". I'm aware, however, that this commits me to a 3-tile spacing from the capital.
