although like i said, these programs arent always there and kids return back to the corner eventually and some slip right through but i do credit them for the dramatic decline of gangs in philly.

I feel that the whole mess is based on a delussional pride of belonging to a certain group. These people will also forgo success to be held with greater estemee amongst those peers who were unable to obtain the success they gave up. Call it pure pressure, call it not being like to be called an oreo or a sell-out. Yet, if that pride can be erased, and instead relay that pride in to self appreciation then gang violence would turn into helping hands.
It is very hard to give help to people who don't want it, or to people who would abuse it so that they may stay within a certain social status with their friends and family.
How do remove this hateful pride? Education? Yeah, they would only use that as an outlet for further abuse. Social reform does not begin with government funding, nor with worthless social programs (of which there are many, I am not saying they are all worthless). Social reform begins with the people looking for opportunities, not just by supplying it.
Many people who take such opportunities end right back where they started because of pride and familiar ties.
Remove the worthless programs, and make it harder for one to acheive success so that giving it all up - in the name of pride- would be a lot harder to do.
Counter-productive? I don't think so. People are a lot more likely to give up something that was given to them for free, the for something they had to work for.

i used to favour militarizing inner city youth or at least having there be a paramilitary group for the young boys... but now i think the best bet is to bring more jobs into the city, have social programs, and release drug dealers, muggers, and other economic criminals if they go straight to high school, college, or trade schools (and their tuitions being paid for by the state which would save from keeping them locked up). the discipline of the military might be useful though.

bah... step in line... the nation of islam, black panthers, new afrika panthers, afrikan revolutionary action committee, etc. have all tried to turn young males into militants... and with the except of the original black panthers, they're all pretty damn right wing (hell even the BPP was right-wing socially)
and when will you learn? communism is dead... i hope this is just a stage for you and you don't grow up to be like chegitz, templar, or sava

alright i'm def too subtle...
when Odin said, "Communism shall never go away, EVER!!!!!!!!!!!! " that sounded real stupid, so i asked, did he learn the scores directly or did he get them through his parents (meaning Odin really had an IQ of 75 but his parents inflated it to 145)...
i guess i was too subtle... it wont happen again

back on topic... there's been no communist movement to organize the inner city youth... all such militant movements have been comparatively right wing and they never got anywhere really.
maybe, just maybe a socially conservative marxist movement might gain some real meager popularity... but not your breed of marxism
