Fighting a stalemate?
Keep dreaming. There is no fighting. Only terrorists attacks. Regular army is withdrawing from Chechnya, because it's acomplished its mission (destruction of your beloved freedom fighter, terrorists, bandits, rapers, murders and other motherf*ckers as military force) YEARS ago. Currently there are only about 20 000 troops and they will be withdrawn soon too.
Fighting a stalemate exist only in your sick mind.

Because you are converting the amounts using exchange rates - the rouble is massively undervalued.
I don't have up-to-date data, but in 1999 the rouble was undervalued by 68% relative to it's PPP.
As a large proportion of military costs is the pay to servicemen then differences in the relative price level makes a big difference. (in this case making the spending per serviceman in russia go from 15% of Spain's level using exchange rates to 48% using PPPs).

You just do not understand that 11 billins $ in Russia, its not the same as 11 billions $$$ in USA. Everything is much cheaper here- resources, electricity, labour, everything.

As I said, you don't realize that Russia it is not one of the American states. We don't pay dollars to workers, as well as we don't pay dollars for electricity and resources.
You must know at least a bit about economy to understand this, but since you're such a dumba$$, it's an impossible task for you.
