I have no problem with colonies and bases and such. What I don't think is anywhere near realistic or consistent is that he said Venus was terraformed, habitable, as in nearly earth-like.

This includes contruction of Troop Carriers and other equiment needed to land troops on anther planet. Also weapons that can provide the support needed to Marines on the ground.(upgrades army to huge)(4 years)

Until you actually physically colonize Mercury and Titan, your claims will be considered void. While we don’t have much interest in these claims, and so don’t foresee any conflict over this, we would recommend you don’t get into the habit of making territorial claims before you can act on them, as there is no legal or practical basis for doing so.
On a happier note, we are allowing certain numbers of emigrants who wish to go into your Venus colony, should you wish to receive them.

Do we have your permission to add a colony on Ganymede? You would, of course, likewise be allowed (and even encouraged) to put bases on Europa.

Mining and spaceport installations are being installed on Jupiter’s moon Amalthea, taking advantage of the fact that it radiates a large amount of heat to help meet power needs.
A new colony has been added to Europa, bringing the total number of settlements to three and the combined permanent population to over 15 thousand.
The ETI is making improvements in materials and conductor technology, finally making feasible the long-planned “Smart Farms”. The name is somewhat of a misnomer, because although the complexes do indeed include nutrient batches and nearly self-contained growing systems, the purpose of the Smart Farm is also one of habitation and manufacturing, each one containing housing units and micro-manufactories and synthesis pits. They are linked to the power grid as well as containing efficient power cell technology and tidal generators or solar/hydrogen units. Large portions of the Smart Farms will be located underground or in sheltered landscapes, allowing for security and efficient use of above ground areas. The first one will be located in the Kunming District in Southern China, with the initial modules scheduled to be completed in six years, and ongoing improvements after that as the situation merits and improved technology becomes available.

A Chinese Lifter carrying people and materials into space has been shot down!
Two missiles were fired at the Lifter, the first of which was defeated by the ship's countermeasures, but the second missile exploded almost on top of the ship, causing it to lose control and largely break up after a few seconds. Out of the 14 people on board, it is expected that none survived.
Orbital and surface scans confirm that both missiles came from a Persian base. When contacted, the New Persian officials were haughty and would not commit to an answer. Therefore, with the evidence undeniably indicating that this was an intentional hostile act on the part of the Persians, a declaration of war has been issued. Their empire was born in bloodshed and aggression, and it is clear that they intend to carry on with their terrible legacy. Thus China asks the nations of earth to help remove this menace.
Military actions:
Chian is undergoing emergency mobilization, all non-essential projects have been put on temporary hold. The army will be expanded to Large within two years, the Air Force to large within six years.
Soldiers and equipment are being moved up to the front as quickly as possible. The units already there have fortified themselves in defensible positions, with air support makign sure Persian troops don't get too close. As soon as the necessary forces arrive, the southern border with Persia, in the Himalaya and Kunlun mountains, will be fortified, and offensive will be mounted in the north. Already Missile and bomber attacks are occurring on New Persian supply lines, distribution and command points, as well as some suspected bunkers and production facilities.

President Jonny Announces Massive Military Upgrades!
In a speech at a naval base near Marseille, President Jonny announced plans to upgrade the navy and airforce to larger sizes. "In this day and age," he said, "it seems that everyone is militarizing and that an eventual conflict seems inevitable, although I have no idea with whom that conflict shall be. Project Mars Progressing as Expected
The French Space Agency (FSA) was pleased with the completion of Phase 1 of Project Mars, as construction of the spaceports and trading posts of Phobos and Demios came to a close. Do you doubt that New Persia, the most vicious country to come about in hundreds of years, would stoop to such a level? You need not, because our data does indeed confirm it beyond a doubt. If the Persians have some way of explaining it, we are willing to listen, but the fighting has already started, and we cannot stop lest the treacherous Persians gain the upper hand.
