Uhm, I'm no expert in meeting ladies, but I would surmise that your first step would be to learn her name, so at least your obsession has a name.

So go ask her name. Take it from there. Just keep a conversation going (cover the basic talking points: where she's from, what her major is, what dorm she's in, what music she likes, etc., etc., until you find something in common and discuss it -- if you post here you can't be TOO bad at carrying on a discussion.
