If they expel him, they wont replace him. They'll leave it to the Palestinians to sort things out.

And i very much suspect they wont expel him - the cabinet vote was "in principle" to expel him, at a time and place of Israels choosing. Basically pressure for the upcoming struggle over Abu Ala direction.
