This expansion is looking very promising. I am waiting to order though to see what others have to say. Though if a special pre-order offer came up on Amazon I might take advantage.
The Japan scenario is looking sweet.
Mellian, that is an interesting question and it has been talk about for some time. Though don't get your hopes up, I remember reading a quote from a developer that made it seem like a scripting langauge was out of the question.

there will probably be some kind of events just not full scripting abilities. I assume we will be getting the same editor they used, which by their description is "robust."

MattH - There certainly are other ways to achieve the same (or similar) effect. We use what we have available to us and modify / create other features to flesh it out.
Also, It's my understanding that this expansion it is not strictly scenario-driven. There are also a very large amount of improvements to the standard game mode.
